ENNIS residents’ concerns over “haphazard development” and vacant homes at St Flannan’s Terrace have prompted calls for ‘Development and Design Guidelines’ to be drawn up for the area. A newly-formed residents association of St Flannan’s Terrace have made the request for the area which was built in the early 1900s and has been designated Architectural Conservation Area (ACA) under the Clare County Development Plan. Councillor Johnny Flynn at a meeting of the Ennis Municipal District urged his fellow councillors to support the residents in their call for guidelines to be drawn up under relevant planning legislation. “The procedure for such guidelines is laid out in Section 84 of the Planning and Development Act 2000 (as amended) together with advice on public consultation, enforcement etc,” he pointed out. The terrace constitutes 46 houses, six of which are unoccupied. “They are quite concerned about haphazard development occurring and some vacancy,” he said. A DECISION to rename an Ennis laneway ‘Shepherd’s Lane’ following a ballot of local residents has been described as “positive news” by the Mayor of Ennis Councillor Clare Colleran Molloy, as well as being welcomed by other members of the Ennis Municipal District. As previously reported in The Clare Champion the residents of St Flannan’s Terrace had called for a proper name to be given to a back lane which had been known locally as ‘The Laneway’ and ‘The Car Road’. A residents’ association was formed earlier this year and a ballot of all 46 houses in the area was undertaken to determine a suitable name for the site. The results of the ballot saw Shepherd’s Lane come out as the favourite by the majority of the people who responded to the survey. A frustrated resident of Flannan’s Terrace, which is close to the Limerick Road cross in Ennis, is threatening to take legal action against Clare County Council over flooding to his garage, which has been ongoing for several years. Jimmy Quinn says the council’s own estimate suggests that broken underground pipes are resulting in the leaking of 5,000 to 6,000 gallons of water daily. He believes the problem emanates from the fact that four nearby rented houses are not connected to the more recently developed water services on the road. “I’ve been on to councillors and officials but nothing has happened. At this stage, I have to go legal about it. A council employee said that they were losing 5,000 to 6,000 gallons of water per day,” Mr Quinn told The Clare Champion on Wednesday.
