Clare County Council is seeking nominations for the Cissie Roughan Award 2016, a civic award honouring individuals and voluntary organisations that have contributed significantly to the town of Kilrush. Set up in 1993 by Kilrush Town Council to give public recognition to Councillor Cissie Roughan’s work as a member of the Local Authority from 1980 to 1991, the civic award promotes and encourages participation and achievement in the arts, social, business, education, sporting and general life of the town. The award scheme is open to anyone to nominate the person or persons, not necessarily resident in Kilrush, who have made an outstanding contribution to Kilrush society. Business and community leaders in Lahinch breathed a collective sigh of relief this week, following the green light for €2.85m of major coastal protection works for the promenade area of Lahinch seafront. The long wait for the start of this work, which will be fully funded through the OPW and will be undertaken under the auspices of Clare County Council, is now over. It includes the addition of extensive rock armour storm defence to the existing structure, a new concrete apron in front of the current seawall, refurbishment of existing steps and ramped access to the beach, along with development of a new universally accessible ramp at the north end of the promenade. In a recent council briefing document for councillors, the council acknowledged that the existing sea wall and boulder protection along the promenade have proven to be inadequate to prevent wave action overtopping the structure during extreme storm events. THE steps at Blake’s Corner in Ennistymon will not be back-filled, it emerged this week, after Clare County Council withdrew its Part 8 application to carry out the works at the contentious junction. The reason for the withdrawal, according to the county’s senior engineer, is that it would probably have been refused “as such a development would contravene the council’s own Development Plan”. Local Councillor Bill Slattery is livid at what he sees as a council u-turn on the issue. “After getting confirmation from Clare County Council that the Part 8 planning application would not proceed because it would contravene the County Development Plan, I was very annoyed and disappointed,” he said. “I am in the council four and a half years and after being selected to replace Senator Martin Conway, I immediately asked for the steps to be back-filled for the safety of pedestrians and motorists. A public representative has called for Lahinch to be taken off the Wild Atlantic Way, in what he described as an “extreme” response to a lack of adequate public toilets in the seaside resort. “It is time the council peed or got off the pot, we are eight years waiting for toilets,” Councillor Bill Slattery told a meeting of the West Clare Municipal District on Tuesday. The Fine Gael councillor had called for an updated report on plans to provide “much-needed toilet and shower facilities on Lahinch Promenade”. “The present facilities are sub-standard and totally unacceptable,” he said, highlighting that Clare County Council disposed of the old toilet block for a figure in excess of €400,000, with a commitment that the money would be ring-fenced for the provision of a new facility. A TOILET block on the prom in Lahinch, which was sold for €400,000, could be bought back by Clare County Council if a local representative has his way. Plans have been in place for some time for a new toilet block on the lower prom, but these stalled as the local authority waited for funding from Fáilte Ireland. Now, in light of recent flooding, Councillor Bill Slattery has asked that the council consider buying back the old toilet block, which was located on higher ground, rather than flushing money down the toilet on a new block in an area badly flooded in January and February storms. Seaworld in Lahinch has opened up its toilets for public use but Councillor Slattery described them “totally inadequate” for the numbers of people requiring them.
