By Jessica Quinn THE controversial apartment complex in Ennis known as The Fairways has been put on the market for just €75,000, with members of Ennis Town Council urging that the property described as a “blight on the landscape” be bought by the local authority. Last summer the privately owned building near Marian Avenue hit the headlines when it was heavily criticised by council members calling for something to be done with the derelict site that was deemed not fit for human habitation. This week at a meeting of Ennis Town Council, Councillor Brian Meaney requested that a loan be raised to purchase and renovate the apartment complex for the provision of appropriate social housing. He acknowledged that the property is in “very poor condition” however he said that sum of €75,000 for the complex is “paltry”. “It’s well within the ability of Ennis Town Council,” he added. CLARE  property owners who haven’t registered and paid the Non Principal Private Residence (NPPR) charge, including any late payment penalties have until August 31 to discharge their liability before additional penalties are added to the charge, under new legislative changes announced by Government. The NPPR charge applies to any residential property in which the owner does not reside as their normal place of residence such as holiday homes, second properties and rental properties, Clare County Council has advised. The charge also applies to vacant residential property and properties where the owners live abroad. The NPPR was in place for five years from 2009 to 2013. The payment Local Government Reform Act 2014 provides for a period, March 2 to August 31, 2014, during which time no new late penalties will be applied to existing liabilities. JUST shy of €71 million was spent on residential property in Clare last year, an analysis of figures from the Residential Property Price Register shows, While the average price was €118,472.56, the majority of sales (310 of the 598) were for less than €100,000. The register shows that there were 598 transactions during the 12 months. The second half of the year was busier than the first, with 238 transactions in the first six months and 360 from July to December. July was by far the busiest month, with 89 sales. Interestingly, the end of the year also saw a spike in sales, with November (62 sales) and December (65 sales) the second and third busiest months of 2013. There was just one seven-figure purchase in the county last year, with €1,462,500 paid for Tinerana House, Ogonnolloe, Killaloe. This was more than 12 times the average price. LEADING property website daft.ie has found that asking prices for house prices in Clare fell by 11% between the last quarter of 2012 and the last quarter of 2013. According to their figures the average house price in the Banner county fell to €128,175, down 59% from the peak of the bubble. According to their figures, the average price for a one-bedroom apartment in this county is now just €45,000, while a two bed is €57,000. A three bedroom semi detached house is €83,000, while a four bed is €169,000. A five-bed semi detached house now has an average asking price of €189,000. According to the Daft figures the price of apartments was hit hardest in 2013, with the one beds down y 18.6% and two beds down by 16.1%.
