DETAILS of how and when the National Broadband Plan will be rolled out in rural Clare are to be made available, after representations on the issue by Councillor Pat Hayes. It follows a case, highlighted by the Fianna Fáil member where a Tulla resident tried a total of ten providers, but still could not secure a satisfactory service to enable her to work from home. The Caher native tabled a motion at the November meeting of the County Council calling on National Broadband Ireland (NBI) to outline its plans and to explain “how areas will be prioritised, [the] timescale of the project and how they plan to interact with other providers”. Councillor Hayes, who is Cathaoirleach of the Killaloe Municipal District, told the meeting that everyone had come to learn the importance of good broadband connectivity during the pandemic. WEAK broadband infrastructural across Clare has been condemned by the county chairperson of the IFA, after online mart trading collapsed recently due to pressure on the system. Level 5 restrictions have severely curtailed the operation of marts across the country with all transactions now taking place virtually. Tom Lane of Parteen said that the inadequate state of broadband infrastructure in the county had been exposed and that speeding up initiatives like the National Broadband Plan was now an urgent matter. A technical glitch, outside of the control of Clare Marts, who use an external supplier for their streaming and online sales, meant that trading was interrupted for a time last Saturday week. “There was a major problem nationwide,” Michael McNamara, the manger explained. “One of the software providers that offer livestreaming, their server crashed or was unable to handle the volume of business. Thankfully, that got resolved. It was out for two to two-and-a-half hours, but got up and running …

FRUSTRATION at poor broadband across large sections of East Clare has intensified as more people try to work and study from home in response to the pandemic. One Tulla resident has told The Champion of her efforts to improve her family’s service which has involved contacting ten different providers, to no avail. The women, who lives just a few kilometres from the town, is a customer with Eir and uses a mobile broadband dongle. “I originally had broadband through the phone line and the service was very poor,” she explained. “The mobile device is supposed to provide wireless internet for up to ten devices, but if you have any more than two connected, it is a disaster. I’m working from home and my daughter was in Leaving Cert, so her studies had to take priority. At best, the service is okay, but that’s all. It is affected by bad weather too, which doesn’t help.” After trying ten different service providers …

EAST Clare tourism interests have warmly welcomed progress with the long-awaited project to develop a visitor centre for Inis Cealtra. Clare County Council announced this week that consultants, McCullough Mulvin Architects, Tandem Partners Ltd and Tobin Consulting Engineers, have signed a contract for the design of the Visitor Experience centre. The council is leading the project, along with a wide range of partners. Chairperson of East Clare Tourism, Arlene White welcomed a number of aspects of the plans to further the next stage of the project. “It is very encouraging to see the emphasis on sustainability and connections with the local community,” she said. “We want to avoid a situation where there are buses of visitors flocking and just barely touching down in the area. I think lessons have been learned, in that respect, from the situation at The Cliffs of Moher.” Ms White added that the challenge would be to ensure real benefits to the wider East Clare region. …

ACCESS to those with disabilities to one of East Clare most popular amenity areas needs to be improved, in the view of members of the Killaloe Municipal District committee. There was strong support for measures to improve access to Two Mile Gate Lakeside Amenity Park, following a motion tabled by Killaloe-based Councillor Tony O’Brien. Located a few kilometres outside the town at Ballycuggeran, it is a designated Blue Flag bathing area and has seen record visitor numbers over the summer months. “As things stand currently, people with disabilities are unable to access the amenity park and improving the infrastructure is essential,” the Fianna Fáil member said. “The park is a fantastic facility on the eastern shore of Lough Derg. It’s a major tourist attraction and very popular. It’s necessary that everyone should be able to access it.” Councillor O’Brien welcomed the response from the executive of the council which said the authority had applied for Clár funding to carry out accessibility …

“OUTRAGEOUS flooding” on land and roads in East Clare was discussed with council officials at the most recent meeting of the Killaloe Municipal District. Cathaoirleach, Councillor Pat Hayes tabled a motion proposing a planned programme of drainage works for the River Grainey and its catchment area. “We need to take the bull by the horns on this,” he said. “The river is 40 to 50 miles long and the lack of drainage is now coming home to roost on the roads around Feakle and Tulla, especially around the likes of Derrynahila. I have called previously for a single authority to deal with drainage. Some good work has been done in the past, but not for a long time on the River Grainey. If we don’t act we’ll end up having to raise the roads in places like Ayle, Core and Caher.” The Fianna Fáil members pointed out that the River Grainey is also an important amenity in terms of recreation …

CLIMATE change is predicted to increase the risk of flooding in Clare, and measures like dredging of rivers, cannot be seen as quick-fix solutions, members of the county council have been warned. The topic was discussed in detail at the monthly local authority meeting on foot of a motion from Councillor Gabriel Keating. The Fine Gael member asked the council to engage with the relevant statutory authorities to dredge rivers “to prevent ongoing flooding of our lands in the interest of good environmental and farming practice”. A response from the council, pledging to work with those agencies to ensure dredging can be carried out where it is appropriate and subject to a range of environmental considerations, was welcomed by Councillor Keating. A number of members, including Councillors PJ Kelly and Pat Hayes noted that confusion tends to arise between the number of agencies involved in the management of waterways, as to who is responsible when there is a threat of …

HUGE hurt is being caused to families in Tulla because of an ongoing spate of thefts from the graves of their loved ones, according to Councillor Pat Hayes. Seven incidents have been reported to Gardaí in recent months, with the latest taking place between 10am on Thursday, September 16 and 5pm last Friday, September 18. It is understood, locally, that up to 20 thefts or disturbances may have taken place, many of which people have considered to minor to report. “This is a disturbing and sensitive issue,” said Councillor Hayes. “In some cases, the families affected have suffered very sad losses and the last thing you would want is for the graves of their loved ones to be disturbed.” The Fianna Fáil member, who is chairperson of the county council’s Rural Development Strategic Policy Committee (SPC) which has responsibility for burial grounds, said every possible means of preventing a reoccurrence was being examined. “Burial grounds should be kept safe and …
