Queries raised over estate plans for Clare village

EXTRA information is being sought by Council planners on an application for 16 new homes in the village of Quin. Abbey View Quin Property Development Ltd applied last November for the homes on a site of around one hectare which spans Maigh Dara and Ballyhannon North. The application also requests permission to amend an access road and ancillary services granted in 2017. It seeks permission too for a temporary access route from the public road at Ballyhannon North. This is for building purposes only, in order to avoid having machinery accessing the site through the existing Maigh Dara estate.  In a letter sent to the developer on January 19, planners sought Further Information (FI) on nine aspects of the plans. Given the proximity of the site to the Poulnagordon Cave and Old Domestic Buildings Special Areas of Conservation (SACs), the developer has been instructed to carry out a screening assessment to determine the potential impact. Permission sought for Clare’s first MRI unit in Ennis

THE development of Clare’s first MRI unit is being planned for Ennis by a leading provider of diagnostic imaging. At the moment patients in need of MRI scans have to travel outside Clare, with the nearest units in Limerick and Galway. Alliance Medical is seeking planning permission to allow for the development of an MRI diagnostic unit at the newly opened Primary Care Centre situated at the former Braid’s site on Station Road. The planning application seeks a change in use of an already permitted ground floor cafe/coffee shop unit, which is currently vacant, to medical use. The company has been given permission by the site’s owners Valley Healthcare to make the planning application to Clare County Council. Business park denied extension to finish developments

AN extension of planning permission to allow for the completion of a new multi-storey block and a multi-deck car park at Westpark has been refused by Clare County Council. FGPO Ireland Limited Partnership had sought to extend the appropriate period of planning permission for the development of what would have been Block 6000, a mix-used multi-storey block. The plans were for a building with a gross internal area of 12,045 square metres, with offices on the three upper floors and data centre/light industrial/storage/Research & Development uses on the bottom two floors.  It also included plans for an ancillary, multi-deck car park, located to the south of Block 4000, within the campus. This was to have 580 spaces and was intended to replace two existing car parks. Clare TD’s planning application for house deemed withdrawn after non-response to FI request

CLARE County Council has declared plans for the construction of a permanent family home for Deputy Cathal Crowe are withdrawn after he opted not to respond to a Further Information Request from the planning authority. In its request for Further Information, Clare County Council considered the information submitted in the planning application for a private dwelling house, detached garage, wastewater treatment system and associated site works at Heathmount, Cratloe for Maeve Fehilly and Cathal Crowe is insufficient to make a complete planning assessment of the proposal. The applicant was requested to submit a site layout plan with a slope of 1:8 or less as per the EPA guidelines and was advised it may be necessary to carry out revised percolation tests and a trial hole evaluation. Reversal of Clare planning decisions significantly higher than national average

The rate of reversal of planning permission decisions by Clare County Council is far higher than the national average according to the annual report of the Office of the Planning Regulator. In its Annual Overview of the Planning System 2021 it found that 4.4% of the decisions made by the Council were appealed, and of these 46.7% were reversed; the national average was just 27.7%. Another notable figure from the report was the finding that Clare County Council had a total of 164 sites designated as vacant and/or derelict; this contrasted with a figure from the Central Statistics Office for the county of 6,104. The report also showed that in 2021, 94% of planning applications were approved by Clare County Council, with just 6% refused. Clare County Council approved 1,157 applications during the year, with just 68 refused. The Clare approval rate is considerably higher than the national one, which is 88.5%. March decision as developers appeal Tulla planning refusal

DEVELOPERS seeking to build 36 new homes in Tulla have lodged an appeal, after being refused planning permission by Clare County Council. An application from Woodhaven Developments for a site on Church Road was turned down after planners judged the plans to be “deficient in terms of its pedestrian provision” and out of keeping with the character of the area. In its appeal to An Bórd Pleanála, Woodhaven said it felt the Council’s refusal was “based on a narrow review of the submitted proposals as regards the housing need within the development plan requirements, national policy, quantity and type of units, design, layout, principle of development, site topography, site services, adjoining planning history associated with Tulla”. The company also said that, in refusing permission on the grounds outlined, the Council would remove the site from future development as the adjoining lands are not in Woodhaven’s ownership and are not for sale. Clare business park seeking planning extension for block

AN EXTENSION has been sought to the appropriate period of planning permission for an addition to Westpark of another mixed-use, multi-storey block. The proposed Block 6,000 would have a total gross internal area of 12,045 square metres, with offices on the upper floors and data centre/light industrial/storage/R&D uses on the lower levels. It would have a gross internal area of 12,945 square metres.  The application also covers the construction of an ancillary, multi-deck car park, which would be located to the south of the existing Block 4000. It would have 580 spaces and would replace an existing car park, and another proposed car park for which planning permission has already been granted. A projected start date for the new development is given as September 4, 2023, while the application seeks to extend the duration of planning until December 31, 2024.
