THE Corruption Perception Index defines corruption as the misuse of public power for private benefit and it might surprise most to learn that Ireland is not within a country mile of being considered as such. Ranking in order of 10 (very clean) to 0 (highly corrupt) the honour of most corrupt falls to Somalia with 1.1.
