A question mark has been placed over whether or not a multi-million euro private housing developments proposed for Ennis will proceed in the future. Abadair Investments Limited has withdrawn plans for the construction of 148 residential units at Ballymacaula, Keelty and Drumbiggle, Circular Road, Ennis from the local planning authority. The developer had applied for planning permission to build 60 detached houses, 82 semi-detached houses and six terrace houses, ancillary surface car parking, crèche, ancillary outdoor play area, staff car parking area and drop-off zone; vehicular, pedestrian and cyclist access to the proposed development via a new junction on Circular Road. PLANS for the opening of a coffee shop in the Market area of Ennis, which were objected to by a number of local businesses, have been turned down by the council, saying it would lead to an “erosion” of the retail character of the locality. National franchise Insomnia had been planning to open a 78-seater outlet on Lower Market Street, at the site of the former XtraVision store within the Architectural Conservation Area of Ennis. Margaret McGann applied to Clare County Council for the change of use of 29 Lower Market Street from a retail unit to a coffee shop, which would operate under the Insomnia chain. Separate objections to the plans were lodged with Clare County Council by the operators of Souper Café and Restaurant, Food Heaven, Meanwell Ltd and Zest. CLARE County Council has put the brakes on plans to redevelop a filling station in Clarecastle, saying the proposal could “endanger public safety” and have an “adverse impact” on the vitality of Ennis and Clarecastle. Maxol Ltd had looked to redevelop its existing filling station on the Ennis Road in Clarecastle, which they said would include the creation of 12 to 15 jobs. Plans included the demolition of the existing forecourt building, canopy, fuel tanks and all associated structures at the station. It was also proposed to demolish an adjoining disused dwelling, associated sheds, boundary walls and structures. Under the plans, a new forecourt would have been provided with a 100m2 shop, including off licence. It was also proposed to have a self-service food and seating area. However, the plans have been refused by Clare County Council. WHILE Donald Trump is planning to build a wall between American and Mexico if elected United States President this November, his “small potatoes” resort in West Clare has applied to Clare County Council to construct a €10 million “beach augmentation” coastal protection barrier, which management insist is not a wall. If planning permission is granted to Trump International Golf Links and Hotel Ireland in Doonbeg to proceed with their 2.8km long beach augmentation plans, which would constitute the use of 200,000 tonnes of limestone, it will take eight months to complete the project. In their submission to the council, consultants warned that if planning permission is not granted, the resort may have to close. The consultants also claim that the West Clare economy would benefit to the tune of €38m, between 2017 and 2024, if permission is granted. People in North Clare will have to wait until next year to find out if controversial plans to knock Ennistymon Mart and build an Aldi supermarket will be allowed. An Bord Pleanála had been expected to decide earlier this week whether or not to permit the proposed demolition of existing buildings on the site and the construction of a single-storey discount foodstore, including off-licence and a carpark with in the region of 80 spaces. However, a decision on the future of the site will not be made until next month. The proposed project was given the go-ahead by Clare County Council earlier in the year, subject to 21 conditions, but this was appealed by three separate parties, Save Ennistymon Mart Committee, local residents and former Mayor of Clare, Flan Garvey. A decision on whether or not a discount supermarket can be built on the site of Ennistymon Mart is due to be made before St Patrick’s Day. Clare County Council received an application in the past week from John Spain Associates, on behalf of Aldi Stores, for a proposed shop with 82 car-parking spaces on the mart site at Church Hill and Circular Road. The site has been the subject of controversy in recent years, with local farmers fighting to keep the mart open. In December 2014, officers of the Ennistymon branch of Irish Farmers’ Association, in an unprecedented move in the county, resigned their positions. They took the decision to give up their roles in protest over the sale of the mart to Aldi and what they saw as a lack of support from Clare IFA on the matter. Plans for a park and ride facility to serve people going to the Cliffs of Moher have stalled. Clare County Council decided not to extend the period of planning permission for the car park at Liscannor. In July, Lazarus Investments Limited applied to the local authority to extend the permission, which was granted in 2009 and will cease to have effect on January 2, 2015. An initial application was made in May and refused at the end of June. The reasons given for this were disputed by a planning firm, acting on behalf of the Lazarus Investments Ltd, in a letter accompanying the July application. The letter said the applicant received legal advice that the decision was “erroneous, fundamentally flawed and that there are very strong grounds to judicially review the decision”. It went on to say the application was being relodged, to “give the planning authority an opportunity to rectify their apparent errors and to grant planning permission”. Last …

CLARE County Council has granted an extension of planning permission for the construction of a windfarm with 11 turbines, access roads, cabling and a substation compound at Glenmore, Bollynamweel, Sorrel island in West Clare. The planning report stated the development had been delayed, due to circumstances beyond the control of the applicant, Clare Winds Ltd.
