FLOODING concerns have been raised in Tulla by several residents close to the site of a new social housing development. Michael O’Callaghan is among a number of people who contacted The Champion on the issue. He farms 38 acres of land beside the Council’s site and said that since the end of last year, up to 20 acres have been subject to unprecedented flooding. That is despite the fact that rainfall levels have been low. He said that local knowledge suggests that culverts which normally drain the lands close the to the site have been blocked, possibly during excavation works on the Council’s site. “Water from the farm flows underground, beneath the social housing site,” he said. “It’s the view locally, based on our knowledge of the area, that culverts have been blocked. “RISKY” footpaths around Tulla are to be upgraded, however a funding allocation from the Department of Transport will not cover pavements repairs in one of the area’s oldest housing estates.  The matter is one of ongoing concern in the East Clare town and was back on the agenda at the most recent meeting of the Killaloe Municipal District. Cathaoirleach Joe Cooney appealed to the authority to replace the main footpath in O’Reilly Park in conjunction with the upgrade works for the centre of the town. The Fine Gael member tabled a motion calling on the Council to take the opportunity to address a long-standing problem for residents.  In a written response, Senior Executive Engineer Niamh Madden said the funding available to the Council only covered the town’s main streets. “ The footpath upgrade works for the town of Tulla are being funded by a grant awarded by the Department of Transport as part of the Active Travel scheme,” her response …

A PROBE into how defective blocks came to be used in Clare homes has been sought by a member of Clare County Council. Councillor Mary Howard tabled a motion asking that the authority would call on the Housing Minister “to initiate an investigation into how inferior blocks containing mica and pyrite were used to construct homes”. While there was strong support for her call, as well as an update to a motion tabled, on the matter, by Councillor Joe Cooney, concern was voiced about criticism of the council on the issue. Councillor Pat Hayes said that while there was huge support for everyone affected by pyrite, unfair criticism of the council had to be addressed. HISTORIC church ruins at Clonrush, Whitegate, have been conserved thanks to an initiative between the local community, the council and the National Monuments Service. A socially distanced review of the works was facilitated in recent weeks between members of Whitegate Community Council and the local authority, at the 12th century monastic complex which is dedicated to St Colmán. Restoration works were carried out to safeguard the historic church ruins, which were at risk of collapse and had deteriorated in recent years. The main focus of the conservation works was the ruins of the stone church, but the site also contains many interesting remnants of its ecclesiastical past, including the monks’ house (Tig na mBráthar), original arched entrance gate and a little, stone-roofed oratory known as Poll Cholmáin (St Colmán’s Cave). The churchyard also contains many fine examples of carved memorials and ironwork from the 18th and 19th centuries. The works on the church and the archway gate were carried out …

VEGETATION encroaching on a number of roads in East Clare has resulted in drivers losing wing mirrors and windscreens, a meeting of the Killaloe Municipal District has heard. The topic was raised by Councillor Pat Burke who described it as “a famous item” as it is comes up so often. “Many landowners do great work, but there are still sections of our roads where they don’t,” he said. “In this day and age, people deserve better, particularly drivers of HGVs. The problem hasn’t gone away. “The council are doing their bit and lots of landowners do good work. Some respond to letters from the Municipal District office, but others don’t. It’s a major problem. “Last Saturday, a lorry driver broke a mirror. In this day and age, it’s not good enough. Driving a car is no problem, but if you’re in a lorry or a tractor, mirrors are at risk. It’s awful to think you have to keep out to …

OVER the past seven years, €1.5 million has been invested in the Killaloe Municipal District, thanks to revenues raised through the Local Property Tax (LPT). The funding, which is distributed through the General Municipal Allocation (GMA) to council members for allocation in the draft budgetary plan, was widely welcomed at the district meeting last week. Members were told that funding, distributed through the GMA, has supported a range of significant infrastructural projects across the Killaloe district since 2014. At the outset of the meeting, members were told the recommendation of the council’s executive was to leave the 2022 GMA at the same level as for 2021. Cathaoirleach of the district, Councillor Joe Cooney proposed the adoption of the GMA at the existing level. “The GMA is vital for the funding of all of the municipal districts of the county,” he said. “A lot has been achieved in the Killaloe area with the GMA over last few years. FOOTPATHS in Tulla are to be upgraded, thanks to a significant allocation from The Active Travel Fund. Designs are being drawn up currently, with works due to get underway early next year. “Around €100,000 has been secured,” Chairperson of the Killaloe Municipal District, Councillor Joe Cooney confirmed. “Some works have been done in the past in Tulla, but some of the existing paths are now in bad condition. I’ve been working on this issue for a number of years and the funding is very welcome. “Clare County Council is drawing up designs. We had hoped that the works would start before the end of 2021, but with the pandemic and other factors, it will now be the first quarter of 2022 when the works begin.” Councillor Cooney added that in light of the ongoing development of Tulla, improvements to local infrastructure were particularly important. “Tulla is thriving and there’s lots of development underway” he said. “It’s fantastic news now that …

WORKS which are due to begin in Clooney in the coming weeks “will put the village on the map on the main road from Ennis to Portumna”, in the words of the Cathaoirleach of the Killaloe Municipal District. Councillor Joe Cooney said that, thanks to an allocation under the Town and Village Renewal Scheme, the village, which has a very active development association, would soon see a major boost to its infrastructure.
