Motions referred to congress without discussion

MOTIONS calling for a change to existing playing rules were referred to congress, without any discussion at last week’s Clare GAA County Board convention.
“Some of these motions may not win support here,” said Miltown St Joseph’s delegate, Noel Walsh, expressing surprise.
Chairman Michael O’Neill replied, “The clubs have gone to the trouble of putting down these motions and they should be debated at congress.”
The motions, which have been referred to congress, include three from Miltown St Joseph’s, two from Ruan and one each from from Scariff, Banner, Whitegate, Cratloe and Sixmilebridge.

Motions:

Miltown St Joseph’s
When a team has completed three consecutive movements of the ball by hand or fist, the next move must be to kick the ball by foot.
l After a foul, play is restarted by a free kick or a throw-in where the foul occurred but when the foul takes place on the 20m line or inside it, the kick must be taken off the ground.
l The incoming president to appoint a task force to advise central council and CCCC on all aspects of the promotion of Railway cups, with particular reference to (a) time of year to play the competition; (b) most suitable location for all games; (c) best projected dates to avoid competition with inter county games and (d) promotion and marketing of the competition.

Cratloe

Motion with regard to Rule 2 (set play) as follows:
Exceptions: (1) In the case of fouls by defending players within the rectangles, the following shall apply. A penalty shall be awarded for an aggressive foul within the large rectangle. The sliothar shall be struck from on or outside the 20m line. A free puck from the centre of the 20m line shall be awarded for a technical foul within the large rectangle. The sliothar shall be struck on or from outside the 20m line. (2) A free puck awarded for a foul by a defending player inside his own 20m line but outside the large rectangle shall be struck from on or outside the 20m line opposite where the foul occurred. (3) When a player is fouled immediately after he plays the sliothar away and the following circumstances apply: (a) when the sliothar lands over the end line, a free shall be given on the 20m line. The sliothar shall be struck from on or outside the 20m line. (b) If the sliothar lands inside the opponent’s 20m line, a free shall be given from the 20m line at the point where the sliothar crossed the line. The sliothar shall be struck on or from outside the 20m line.
Penalty for the above fouls shall be (1) cancel penalty or free puck and (2) throw in the sliotar where the foul occurred.

Scariff

That, in the light of the current economic climate, consideration be given to allow clubs to amalgamate or receive assistance where it can be shown that, due to emigration or other factors, a club will be unable to continue to enter a team in a particular grade.

Banner

In the interest and the promotion of Gaelic games, a county committee can grant junior club players that do not have a senior or intermediate team in their club, permission to play with a senior or intermediate team within the county as an isolated player without losing their status.

Ruan

The number of consecutive hand passes in Gaelic football to be confined to a maximum of three – penalty a free to the opposing side.
l In the event that a referee signals an advantage to a player and the said player is subsequently fouled, the resultant free puck to be awarded 13m more advantageous than the original place of the foul, up to the opponents 20m line. The transgressing player to receive a yellow card.

Whitegate

With regard to rule 6.23(a) and giving regard to the current and possible future congestion for club fixtures, the period of time during which inter-county players shall not be expected to fulfil inter-club championship fixtures prior to inter-county championship games in the same code shall be reduced to a maximum of 10 days for all other games except All-Ireland finals.

Sixmilebridge

Ticket pricing at provincial and national level be revised to reflect the present economic climate.
