Lack of urgency around affordable housing possibility slammed

WITH a major shortage of housing in the town, Councillor Gerry Flynn queried what is holding up the delivery of an affordable housing scheme for the town, at Tuesday’s meeting of Shannon Municipal District meeting. It has recently emerged that Ennis and Shannon are not ineligible for affordable housing schemes, although rural parts of the county are. At this week’s meeting Councillor Flynn put forward a motion asking that the Council “urgently submit an application for funding to the Minister for Housing Darragh O’Brien for the development of a scheme of affordable housing in Shannon to support the lower to middle income earners that want to purchase their own homes locally”. Book celebrates Clare’s Haven from abuse and coercive control

THE voices of two brave women who escaped abusive relationships and found support with Clare Haven rang out at the Old Ground Hotel during the launch of new book ‘Light on the Horizon’ last week. The book is the inspiring story of a community that said no to domestic abuse, recalling the founding of Clare Haven 30 years ago, and detailing the ongoing efforts to combat domestic abuse and coercive control in the county. At the launch, audio clips of Joan and Norma (not their real names), who had used the Clare Haven refuge, were played leaving some members of the audience visibly moved. Joan recalled when she left her controlling husband with no idea where to turn. “I walked out just with my handbag and I didn’t know where I was going. ‘Firefighters are heroes and national treasures’ says Clare TD

CLARE’S two Independent TDs spoke in support of firefighters in the Dáil this week, urging Government to address their issues. A group of Clare firefighters recently voted in favour of industrial action and Deputy Violet Anne Wynne said that there are real problems facing people in the service. “I spoke to a representative from SIPTU today on this issue and they painted a picture of the seriousness of the situation which is beyond bleak – the word “dangerous” would be more apt. “Firefighters are heroes and national treasures. That is especially apparent in rural communities such as in my constituency of Clare. They are often the first responders and play a vital role in keeping our people safe. “In recent years the job has not been attractive enough. Considine criticised for snubbing councillors over heritage sites

SHANNON Airport Group CEO Mary Considine declined to meet with local councillors to discuss the uncertainty around the transfer of Shannon Heritage sites (including Bunratty Castle and Folk Park) to Clare County Council. In advance of Tuesday’s meeting of Shannon Municipal District independent Gerry Flynn had put forward a motion stating, “I am calling on Shannon Municipal District to contact the CEO of Shannon Airport Mary Considine, and arrange an urgent special meeting with elected members to discuss the serious issues facing employees of the Shannon Heritage sites that are located in our district. “The current situation and lack of engagement and transparency is bringing uncertainty and having a negative impact on the lives of employees and their families.” However the invitation had been rejected prior to Tuesday’s regular November meeting of the Municipal District, and Senior Executive Engineer Anne Griffin provided a written summary of the reasons given. “Commercially sensitive discussions are ongoing between Shannon Group and Clare County …

Funding call as Clare’s Ukraine support now ‘long haul exercise’

NORTH Clare’s response to those fleeing the war on Ukraine has been described as “a long haul exercise”, that now needs a clear plan as well as ring-fenced funding support. Figures released this week by the Central Statistics Office (CSO) show that the Ennistymon Local Electoral Area (LEA) continues to be the area hosting the largest number of Ukrainian arrivals in the country, per capita. While the reception provided in the area since February was commended by the West Clare Cathaoirleach, Shane Talty, he said the ongoing challenges need to be properly and urgently addressed. Up to November 6, there were 3,567 arrivals from Ukraine in Clare with 45% or 1,592 living in the Ennistymon LEA. Arrivals from Ukraine now account for 8.8% of the population in the area. The figure, according to CSO data, shows that North Clare is supporting far more newcomers than areas of a similar size around the country. CSO analyst Karola Graupner said: “Our analysis …

Four FF candidates vying for vacant County Council seat

FOUR Fianna Fáil candidates have been selected for convention to see who will be co-opted onto Clare County Council and fill a vacant seat in the Ennis Municipal District. This follows the departure earlier this year of former Ennis Municipal District councillor Mark Nestor who announced he was leaving politics to join the priesthood. The Ennis Fianna Fáil Comhairle Ceantair have confirmed that Bernard Hanrahan, Amanda Major, Darragh McAllister and Tom O’Callaghan will be vying to fill the open seat on the local authority. The convention to determine who will take the place of Nestor is set to take place later this month. Clarecastle’s Bernard Hanrahan is no stranger to the chambers of Clare County Council and is a staunch member of the Fianna Fáil party having served as a councillor in the Ennis area for a decade from 1999 to 2009. Call to measure refugee response’s impact on Clare tourism

CLARE County Council estimates there are 3,207 beneficiaries of temporary protection, most of which are believed to be Ukrainian refugees, currently accommodated in 30 hotels, hostels and self-catering accommodation across 14 local settlements. The council is coordinating local response services across the county and the matching of Ukrainian people displaced as a result of the war to hosted accommodation. Councillors were told at a meeting on Monday this is being done through the repurposed Community Response Forum, with meetings at a county level being held on a bi-weekly basis and local meetings in Shannon, Ennis, Kilkee and Lisdoonvarna. Prior to the war in Ukraine, it was widely recognised that Clare was already lacking available bed nights, considering the level of product available in the county. A Clare Visitor Survey of domestic and international visitors facilitated by the council between late April and September found high satisfaction levels, but 81% of overseas tourists had to travel by car to the Banner …

Council asked to contact Clare landowners about new tax

CLARE County Council has been requested to contact landowners to get their views before their land is zoned for residential purposes in the Draft County Development Plan without their consent. That’s the view of Clare IFA chairman, Tom Lane, who believes that it is unfair to place the onus on a landowner – who didn’t request residential zoning on their land – to be lumbered with the burden of having to lodge an appeal for exclusion. The Residential Zoned Land Tax is an annual tax, which will be first due in 2024 in respect of lands included on the RZLT Final Map to be published by local authorities on December 1 2023. Mr Lane said landowners can be easily identified by the Council through a search on the Land Registry. Many may even be unaware of existing residential zoning on a portion of their land.
