ENNIS ratepayers are facing an “inordinate burden” due to increased valuation on properties while ongoing roadworks disrupt many businesses in the town centre the Mayor of Ennis has said. Speaking at a recent meeting of the Ennis Municipal District, Councillor Pat Daly (FF) commented that for many ratepayers in Ennis, “They are finding it very difficult and business is way down”. At the meeting he sought advice on “how best to postpone the inordinate burden on Ennis rate payers arising from the recent increase on valuation of properties, pending the completion of the current works taking place in the town.” However he was informed that there is no mechanism in the absence of Ministerial approval for the waiving of all or part of the annual rates in any part of County Clare for upgrade and or development works. RATES and their impact on small and family-run businesses were in the spotlight at the January meeting of the local authority with Clare’s newest county councillor called for their reform.  Tabling his first motion since being coopted to the local authority, Councillor Tom O’Callaghan called on the Minister for Housing, Local Government and Heritage to amend the Valuation Act to ensure rates are based on the profits a business makes, rather than the size of its premises. He urged that this be done before the revaluation process, currently being conducted, becomes effective from January of next year.  “I believe very strongly our focus needs to be on protecting the viability of the small to medium family-run business, through County Clare, especially in the heart of our towns and our rural villages,” he told the chamber. “Any support, reduce costs is needed and very much appreciated.” The Ennis district member outlined the spiralling costs of credit for small businesses and highlighted …

BUSINESS people across Clare will be relieved that the County Council’s 2023 budget agreed on Friday, contained no increase on commercial rates. While the initial proposal from the Council executive was for a 2.5% increase, that wasn’t accepted by the Councillors and the figure will now be frozen at the 2022 level. Speaking on Tuesday, Councillor Mary Howard said it would have been impossible to justify an increase. “Having come out of a worldwide pandemic, dealing with the after affects of Brexit, the war in Ukraine and the supply chain issues that have been there for the last two years, I just think increasing rates would be the wrong thing to do, absolutely, at this time.” She said that the “vast majority” of people she spoke to were similarly opposed to increasing rates for next year, and the proposed 2.5% increase had little support. “Looking at Ennis, what I’ve seen since businesses have reopened, in O’Connell Street a number have …

THE commercial rates bills faced by Clare businesses could increase by 2.5% next year. Commercial rates increased by 3.8% in 2022 and it was anticipated that there would be no further increase in 2023. However the level of inflation seen this year was not forecast, and county councillors have been warned that if a 2.5% increase is not agreed their General Municipal Allocations (GMA) will have to be cut. Further discussions between elected representatives and the executive are set to take place ahead of November 25, when the Council is due to agree a budget. The Shannon Muncipal District’s draft budget meeting took place this week, and afterwards Independent Gerry Flynn said that giving indicative figures in advance of an overall budget being passed is pointless. “Really and truly it was a non event. THE recent revaluation of commercial properties around Clare has caused huge confusion, Councillor Pat Hayes claimed at Monday’s County Council meeting. He said that there may be a need for further efforts to explain the situation to business people. “There seems to be a huge degree of confusion in relation to the revaluation programme throughout the county. There may be a need for maybe more workshops or information evenings because there’s a lot of disquiet.” Director of Finance Noeleen Fitzgerald said that much of the country was revalued before Clare, while she said that it will not result in any financial gain to the local authority. “This is a project that rebalances the commercial rate income of all commercial rate properties in the county,” she explained. “It does not generate any additional income to the county council, that is the first point. RETAIL businesses in Ennis will close if new rateable valuations on businesses are implemented, a number of traders in the town have claimed. Last week saw a number of businesses receive letters about future rates bills, which left some of the traders shocked. Barry O’Driscoll of Precious Pets said the bill he is facing is set to increase from €8,000 per annum to €14,500. “When I found out what the formula was I realised, ‘Oh my God, my rates have gone up by 82%. Then I started phoning other retailers and I found they were in the same position, or even worse. We got together then, because quite frankly it is very serious and there will be no shops left if this stands.” He said that if there is no change he will go out of business. “This kicks in on January 1, 2024 and I cannot trade with these catastrophically high rates unless something radical is done.” John O’Connor …

Ennis Chamber is seeking an independently facilitated meeting with Clare County Council to discuss the issue of the increase in commercial rates passed in the recent annual budget meeting of the local authority, and the further proposed increase for next year. This follows last week’s Day of Action by the Chamber when a large group of businesses gathered in the public gallery of Áras Contae an Chláir for the monthly meeting of Clare County Council to highlight their concerns about the rate changes. Ennis Chamber submitted a letter to the meeting and following interjections from Councillors PJ Kelly and Ann Norton as well as a number of attempts by Councillor Johnny Flynn and an adjournment, the letter was accepted by the meeting with Cathaoirleach James Breen agreeing to put it to County CEO Tom Coughlan for consideration. ENNIS councillors have backed a motion calling on Clare County Council to introduce a rent waiver scheme that would give traders who set up business, in premises that are vacant for more than two years, a 75% rate cut in year one, a 50% rate cut in year two and a 25% rate cut in year three. Councillor Tom McNamara called for a three-year commitment by the council on rates and for the council to put pressure on landlords to “do something to get the town back in action”. He said such schemes had been successful elsewhere and asked his fellow local councillors to push it strongly at council level. Councillor Pat Daly supported the proposal and said it would be better to see some money being collected and would help to sustain new developing retail units.
