Planning review sought for €20m windfarm

CLARE County Council has been asked to conduct a thorough planning review concerning the start of civil engineering works for a €20 million windfarm amid claims it constituted unauthorised development. Councillor PJ Kelly has called on chief executive officer, Tom Coughlan, to conduct a review into how a windfarm company, Tullabrack Energy Limited, was allowed to start work on its site in  Tullabrack in West Clare despite a series of written warnings about its alleged non-compliance with planning conditions. The Lissycasey councillor wants a review to establish whether or not planning laws were administered in accordance with proper procedure and to put the necessary structures in place to ensure there is no repetition of “administrative confusion”. “It seems that one section of the council doesn’t know what the other section is doing. Ennistymon mart site burial claims in affadivit

A discount supermarket should not be built in a North Clare town because part of the proposed site may have been used as a children’s burial ground, objectors to the project have claimed. Aldi Stores Ireland Ltd was granted permission by Clare County Council last month to demolish Ennistymon Mart and build a single-storey discount foodstore on the site. Now, the Save Ennistymon Mart Committee has submitted an affidavit, sworn by one of its members, to An Bord Pleanála claiming a woman who had lived in the town “had arranged for a priest to bless a part of the Fair Green below Doherty’s gate under which…the bodies of small children had been buried”. “These were unbaptised children whom the Catholic Church did not allow to be buried inside the grounds of the church and graveyard, which is nearby,” the affidavit from local farmer Tom Clair states. Aldi decision to be appealed

DESPITE numerous local objections, Aldi Stores Ireland Ltd have been granted planning permission for the demolition of existing buildings at Ennistymon mart and the construction of a new discount foodstore, including off-licence, with a gross floor area of 1,590m2. Clare County Council granted their application subject to 21 conditions. These include a requirement that the development only operates between 9am and 8pm between Monday and Saturday and only between 10am and 7pm on Sundays and public holidays. There is also a requirement that there be no deliveries between 11am and 7am. The decision will be appealed to An Bord Pleanála, Pat O’Donoghue, chairman of the Save Ennistymon Mart Committee, confirmed on Wednesday. “We have decided to appeal and we have applied for an open forum because it’s much bigger than a farmers’ mart issue, there’s a lot of local residents quite unhappy with the location. Tulla Athletics Club Propose No Walking Rule

TULLA Athletics Club has suggested creating a rule that its members “will not walk” to its new proposed training facility and travel to training by car, according to planning documents submitted to Clare County Council. The proposal was made by the club regarding the athletics club’s application for a new training facility at Creamery Road in Tulla, after the council expressed concern about road safety at the proposed site. The application, which was submitted by Eugene Conlon, secretary of Tulla Athletics Club, proposes to construct an athletics training facility at Creamery Road in Tulla. The development, if granted, would include an all-weather running track with area lighting, a cross-country running track and a building incorporating a large indoor training area, public toilets, dressing rooms and club rooms. In addition, it would include an effluent treatment system, new entrance from the public road, all with associated site works. Residents object to Westbury house plans

Former Defence Minister Willie O’Dea and Councillor Cathal Crowe have joined 125 residents to oppose the completion of 22 residential units and site works in Westbury. The largest housing estate in South-East Clare could get even bigger if Clare County Council grants planning permission for an extra 22 houses. According to Punch Consulting Engineers, planning permission for this development was granted under a previous application, which has now expired. Sixteen of the proposed units are located in the proposed cul-de-sac adjacent to No. 87 Bruachlan, while the remaining six units are situated in another cul-de-sac between properties 24 and 31. A comprehensive objection signed by 127 people was drafted by Councillor Crowe, following a recent public meeting he organised in Larkin’s Pub, Parteen to oppose this “NAMA planning application”. According to the objection, Westbury is a development of about 1,000 housing units, yet there is only a single entrance into the estate, which results in a “serious traffic problem” with …

Raheen hospital moves towards HIQA standards

THE Health Service Executive is to lodge a planning application in the coming weeks for the construction of an extension to Raheen Community Hospital to include six single rooms, one double room with en-suites and a new patient sitting area. The HSE publicised its intention to seek planning permission on Thursday and, commenting on the proposed development, Labour TD, Michael McNamara has said it is “a crucial first step in bringing the community hospital up to HIQA standards”. He said the extension, if granted, will ensure greater comfort and care for the patients in this highly-regarded facility. “The planning application has been expected for a long time but I believe that recent modifications to the plans, based on work carried out at Ennistymon and Kilrush community hospitals, will make for a better outcome at Raheen. “It is proposed to construct a new single-storey extension to include six single and one double bedrooms, all with en-suite facilities. Cusack Park for €2.5m refurb?

Seven years after a proposed move to a greenfield site came unstuck, Clare GAA is set to lodge plans for an estimated €2.5m refurbishment of its spiritual home, Cusack Park. At the end of 2007, Clare GAA clubs voted by 61 votes to eight to sell Cusack Park to the Aisling Chiosóg consortium, led by Bernard McNamara, Noel Connellan and Sean Lyne, and move to Doora. The sale price for Cusack Park was €84.4 million, a fee that would fund a new state-of-the-art stadium, with expanded capacity, a couple of miles away on the Quin Road. The plan for Cusack Park was to develop it into a major town centre retail development, at a cost of some €350 million. However, the plans hit a major stumbling block when members of Ennis Town Council rejected re-zoning Cusack Park for a commercial development. Planning refused as ‘Mills graveyard comes under historical scrutiny

PLANNING permission has been refused to extend Kiluran Graveyard in O’Callaghan’s Mills, arising from the discovery of “significant archaeological features” at the site. The Kiluran Graveyard Committee submitted an application to Clare County Council, seeking to extend the existing graveyard, which is presently accessed by a right-of-way from the public road, with all associated site works, in February of this year. This week, Clare County Council refused the application on the basis that “it is considered that to permit the proposed development would injure or interfere with the historic remains and setting of the adjoining archaeological monuments”. On the file, Clare’s architectural conservation officer and archaeologist, Risteard Ua Cróinín, outlined that the existing graveyard is a recorded archaeological monument as an ecclesiastical complex. He highlighted that this complex included the remains of a medieval church, medieval graveyard and bullaun stone.
