Council orders ‘decommission and removal’ of Parteen wind turbine

CLARE County Council has ordered the decommission and removal of a controversial wind turbine, which was erected a few weeks ago near the village of Parteen near the Limerick border, for “non compliance with planing permission”. The council originally granted permission in October 2011, to the named applicant, Seamus Madden, “to erect a single 800kW wind turbine, 73 metres high with a rotor diameter of 53 metres, and with ancillary road access, at Knockballynameth, Parteen” after no objections were lodged. There were no objections when an extension to the permission was granted in 2016, as no works had appeared. However, when the structure did appear last month, locals contacted The Clare Champion and local politicians voicing concerns about its size and proximity to houses in the local area. It’s understood the turbine was to be used to generate electricity at a local blow moulding manufacturing facility. Fianna Fáil TD, Cathal Crowe, who lives within the vicinity of the development, said …

Larry’s empowerment legacy

PARTEEN native, Larry De Cleir is a man of many parts. A psychotherapist, who spent two decades in the Irish army, he is also a talented singer-songwriter, whose work ranges from personal reflections to commentary on politics and society. With a CV like that, his retirement is probably set to be a fairly active one. The role of retiree is one that Larry is still getting used to having signed off, just last week, after a 13-and-a-half year stint as Project Leader with Bedford Row, an initiative that supports prisoners and families in Clare and Limerick. “I was involved with the project for a long time before that,” he explains. “I was counselling and getting clients from the project. Before that, again, I was involved, in very early days meeting workers with the Hospitality Centre in Limerick Prison, where the project started up. I was aworking with South Hill Outreach and we had a step-down [service] going on, so I …

Eight Water Breaks in South-East Clare in 2020

FRUSTRATION is growing South-East Clare over repeated water breaks involving an old water mains pipe coming from Corbally that is supplying water to householders in Parteen and Westbury. Residents are becoming increasingly concerned with the frequency of water breaks with eight disruptions in the Parteen and Westbury area this year. Grainne Flynn, Ballykeelaun, Parteen, who has two children, said residents needed a proper water supply to have showers and wash clothes. She said the interruptions in the water supply were happening too frequently and even when the water comes back she can’t really depend on it because the pressure can be low for days. She is annoyed with the amount of times she has to call Irish Water to unblock a public sewer manhole outside her back garden, which she can’t access. She described the smell after overflows as “disgusting”. When this public manhole overflows, workmen acting on behalf of Irish Water have to go through property owned by one …

Grandmother fears house will fall over building defects

A GRANDMOTHER of ten, living in South East Clare, says she is living in fear over the condition of her home where serious building defects have been identified. Geraldine Kennedy from Parteen came forward after an article in last week’s Champion, where a woman in the north of the county called on others to join the new Clare Pyrite Action Group. “My hair has fallen out over this and I’ve had panic attacks,” Mrs Kennedy said. “We are incredibly frustrated because we’ve had to pay for all kinds of tests and repair work and, at this stage, no matter what we do, it won’t solve the problem. I would be afraid the house will fall down and the only option would be to have it knocked altogether and rebuilt.” Engineer’s reports have shown the presence of a defective material in the blockwork of Mrs Kennedy’s home. The family has already spent thousands on tests to the building to prove the …

New caretaker to unlock Kilquane cemetery

CLARE County Council has decided to appoint a part-time caretaker for one of the smallest graveyards in South-East Clare, in a bid to resolve the impasse over out-of-hours access. While pedestrians can access a pathway leading to the Kilquane Cemetery near Parteen via a stile, people with disabilities and the elderly cannot drive up close to the entrance, unless the locked gate at the roadside is opened. In the latest development to the saga, which started almost four years ago, the council has decided the new caretaker will be a key holder. The caretaker’s mobile number will be displayed at the entrance to the graveyard and on the council website, with a list of other caretakers’ contacts. By appointment only, this will facilitate people who wish to visit their loved one’s grave and require vehicular access. Pedestrian access will continue. The council will be utilising the appropriate panel for caretakers, having regard to the competitive process. Rural development director Leonard …
