By Peter O’Connell A Kilrush mother thinks people who seek treatment, locally, for heroin addiction have obstacles placed in their way. “There isn’t a methadone programme in Kilrush. Kilkee is only a small seaside town and they’re getting methadone up there,” she said, before detailing what is involved, locally, in the programme. The woman, whose son has received treatment for drug addiction, said, “It’s normally a two-year programme. To get you off the heroin, they’ll put you on a dosage of methadone and, over a period of two years, they’ll lower the dosage. Once a week, you’ll pick up your prescription. I think you take it in liquid form on the premises. Then you have the after-care, which is in Limerick. “So if you’re on heroin and you want to go on the programme, you can’t get the methadone or the after-care in Kilrush. “While you’re doing the programme, you have no facility in Kilrush to help you to come …

IRISH Water’s proposed Capital Investment Plan for 2014-2016 will see over €22 milllion  go towards Clare’s Wastewater Facilities. The plan includes the construction of the Shannon Sewerage Scheme, the Ennis/Clarecastle Scheme, Quin Wastewater Plant and the Kilfenora Sewerage Scheme upgrade. In welcoming the announcement, Clare TD Pat Breen, said,”I am particularly pleased that the Kilrush and Kilkee Sewerage Schemes are included and that a upgrade of the Kilrush WwTP is planned. These schemes are very important to West Clare particularly given the importance of tourism to our local economy and the ongoing development of the Wild Atlantic Way. Nationally approximately €1.7 billion will be invested in our water infrastructure during this period. This programme will see progress and delivery of 380 projects nationally. It will also assist in the ending of boil water notices which has plagued areas of County Clare for a number of years, as well as the rollout of a conservation programme which will deal with leaks. COUNCILLOR Tom Prendeville put forward the last ever motion, in the 129 year history of Kilrush Town Council, at last Thursday’s April monthly meeting. In his speech he accused the West Clare Task Force of talking about but not delivering any jobs in the region. While the final town council meeting will be held in May, councillors have said that the meeting will be a reflection on the history of local government in Kilrush and will not include motions pertaining to current issues. In the final motion, which was supported by his eight council colleagues, Councillor Prendeville said that the West Clare Economic Task Force had delivered nothing in terms of job creation. “The only thing we learned from the West Clare Task Force was that it spent over one hundred hours as a talking shop and yet failed to create even a single job. The number of people on the live register in Clare declined slightly in February. According to figures from the Central Statistics Office, there were 9,242 people on the live register in the Banner county in February, compared to 9,418 in January. There were reductions in the number signing on at each of the live register offices, Ennis, Ennistymon and Kilrush. In Ennis, the numbers went from 5,167 to 5,085; in Ennistymon from 1,605 to 1,567; and in Kilrush from 1,318 to 1,271. There were 10,058 people signing on in Clare in February 2013, meaning there has been a reduction of 816 in 12 months, a drop of just over 8%.

Dan Danaher Exclusive PEOPLE living near nine asbestos dumps in West Clare should not attempt to examine or remove it, an Ennis pensioner, who has contracted the life-limiting asbestosis disease, warned this week. Seventy-nine-year-old, Cyril Quinn made the call, as Clare County Council continues its investigations into the alleged dumping of asbestos on public and private lands in Kilrush and Kilkee. Mr Quinn stressed that only personnel who were qualified to remove dangerous substances should be allowed to handle asbestos, once they were dressed from head to toe in protective clothing. Cyril requires an oygen supply practically on a 24-hour basis and needs to go on a nebuliser four times a day. His sitting room had to be converted into a bedroom as he is no longer able to climb his stairs. He said a neighbour of his died from asbestosis, while it has also claimed the lives of other Irish people who were working with asbestos in England down …

CLARE County Library branches in Shannon and Kilrush are to hold events as part of Teen Week 2014, which runs from March 18 to 21, featuring a series of artistic and cultural events exclusively for teenagers. This is the fourth year that the library service has run a teen programme as part of Teen Week, which is aimed at raising awareness of reading, art and culture among young adults in County Clare. The programme is supported by teachers and pupils from local second level schools. This year’s events include video production workshops, a novel exploration of great literature and hands-on experience of making music through digital technology. The same events are scheduled for both branches on alternate days and the response through bookings to date has been very encouraging.   CLARE County Council has confirmed that it has commissioned an external independent investigation into the circumstances surrounding the depositing of asbestos-cement materials at a number of sites throughout West Clare. The council says it has informed the Health and Safety Authority (HSA) of its intention to remove the hazardous waste material from nine separate locations in the vicinity of Kilrush and Kilkee. A specialist asbestos consultant has been engaged by the council to advise the authority on the removal of the materials. West Clare county councillors have been informed about the process while the council has confirmed it will be liasing with members of the public living in the vicinity of the affected sites about the remedial works that are due to take place. “Clare County Council’s environment section received a complaint from a member of the public last June regarding a number of areas where asbestos waste materials were deposited. By Peter  O’Connell CLARE County Council is investigating claims that there are at least nine asbestos dumps in the Kilrush and Kilkee areas of West Clare. The asbestos waste was dumped on both public and private lands and the Environmental Protection Agency (EPA) confirmed on Wednesday that it has been contacted on the issue. The matter was raised by Councillor PJ Kelly at Monday’s Kilrush Electoral Area meeting. He later told The Clare Champion that he had discovered that it would cost up to €2.9m to pay for the clean up operation. The council maintains, however, that the figure involved cannot be determined at this stage, as cost associated with carrying out these works “are as yet undetermined”. In a statement on Wednesday evening, Clare County Council said, “All of the asbestos material investigated to date consists of broken pieces of asbestos cement water main. It is considered that all of this material originated on Clare County Council water services …
