Updated decision date on Clare village sites plans

A DECISION is expected next month on an application to create four serviced sites in Quin, with outline permission for four detached homes on them.  Concerns had been raised by local authority planners over a number of aspects of the proposals, but the developer has recently responded to a Further Information (FI) request, in a bid to address these.  Jimal Investments applied in September for permission to demolish an existing house and store at Quingardens, and to create four services sites with an access road and connection to public services. Outline permission to construct four houses and garages on the serviced sites was also sought.  No objections were made, but in November, the Council contacted the company seeking FI on three aspects of the plans – storm water drainage; bat roosts and the site layout.  The letter from the local authority expressed “serious concerns” over arrangements proposed for the discharge of storm water. Redesign submitted for proposed homes in east Clare village

DESIGNS for three homes proposed for the village of O’Callaghan’s Mills have been revised by the developer, after planners described them as “highly suburban” and “not acceptable for a village setting”.  East Clare Construction have just submitted a response to a Further Information (FI) request from the Council. This 12-page document includes fresh house designs which the company have described “suitable for this village”. The developers have also responded to other issues raised by the local authority and reduced the proposed floor level for one of the sites. They have corrected a misprint on the previously-submitted layout map to show the correct ground level, removing the perception of a sharp gradient where the proposed access road connects to the R466.  The company, whose directors are listed as Joe and Teresa Cooney of Ballymacdonnell, Bodyke, have also clarified their intentions for another parcel of zoned lands in their ownership close to the development site. Developers move to allay concerns over planned Tulla estate

FURTHER public submissions are to be accepted on a major private housing estate proposed for Tulla, now that the developers have provided the Council with extra information.  In response to planners concerns, Wiskin Property Developments submitted Further Information (FI) earlier this month. Planners have decided that the the nine points of information provided, as well as updated drawing and reports, constitute “Significant Further Information”. That means that more public submissions will be accepted for a five-week period. The Council has given January 14 as the updated decision date on the estate plans.  Plans for 60 homes on a site at Loughaun South were submitted in August of this year. After an initial assessment, and four submissions from nearby residents, planners questioned several aspects of the proposals. Quin estate developers move to allay planning concerns

DEVELOPERS aiming to build 41 new homes in the village of Quin have moved to allay concerns over several aspects of the proposed estate.  Datcha Construction, who lodged a planning application last January for a site at Quingardens, have responded to a request for Further Information. The company has provided the Council with additional design and layout details, as well as several reports on the likely environmental and archaeological impacts.  Additional information has been provided on house design, road layout and other matters. Among the documents provided by the developer are a Natura Impact Statement, a Screening Report for Appropriate Assessment and a full Bat Survey Report. In addition, a report on the outdoor lighting has been submitted, as well as Flood Risk Assessment, which includes a review of the likely effects of climate change. Village homes proposal deemed too ‘suburban’ by planners

DESIGNS for three new homes in the village of O’Callaghan’s Mills have been described by planners as “highly suburban” and “not acceptable for a village setting”.  Council planners made their comments in a letter to developers, East Clare Construction Ltd, seeking Further Information (FI) on proposals submitted in recent months, for a site at Iragh. The Council said the while the principle of the proposed development is acceptable, the designs themselves are not. The company has now been told to submit revised designs “reflecting the rural character of the setting”. Variation in each site has to be provided and, for one of the houses, which would front onto both the existing regional road in the area, and a new access road, “dual frontage” must be created.  Planners have also noted that the new access road for two of the proposed homes “provides access to further zoned lands in the applicant’s ownership”. Eir defends controversial mast as ‘futureproofing area’s needs’

A CONTROVERSIAL plan to install a 21-metre mast in the centre of Scariff has been defended by its developers, on the basis that it will future proof the area’s communications needs.  Proposals lodged by Eir at the end of last year, sparked considerable local alarm over moves to replace a 12m pole at the exchange of The Connacht Road with a much larger structure. A total of ten objections were lodged, including one with a petition containing 48 signatures.  Against that backdrop, County Planners contacted Eir in February seeking Further Information (FI) on a number of of aspects of the mast plan. The company has now responded.  Planners had raised concerns over the proposed location of the mast, which would be just 15m from a number of local homes and the potential for “an over-bearing, imposing effect”. Planners seek clarity on housing plans in east Clare town

PLANS to develop more private housing in the town of Tulla have generated some concerns locally and prompted the Council to probe a number of aspects of the project.  In May, Woodhaven Developments lodged plans for 36 new homes on a greenfield site, close to Glebe House, on Church Road. The company, who already have permission to build 17 houses and a commercial centre nearby, on the site of the former St Joseph’s Secondary School, told planners the latest plans will help to meet housing need in Tulla; create 42 construction jobs and represent an investment of around €3.75 million in the town.  Within the window for public consultation, four submissions were made. One, from a couple living on Church Road, described the development as being “of great benefit to the Tulla area” and “very well designed”. Clare village housing plan dealt a setback

PLANS for a significant housing development for Tuamgraney have hit a hitch, with the local authority asking for clarity on a number of elements of the proposals. After a total of six objections to plans for 52 new homes on a 3.96 hectare site on the Dock Road, the planning authority has asked for clarification on several aspects of the application. The plans were lodged by Michael Pearl in April, seeking permission for six four-bedroom detached houses; 22 three-bedroom, semi-detached houses; 14 two-bedroom semi-detached houses; and ten two-bedroom semi-detached bungalows. The first concern raised in the Further Information (FI) request is over the road that serves the site. Planners have said that they consider that the L41341 “which is narrow and poorly surfaced, to be unsuited in its current condition to provide safe access to a multi-unit residential development”.
