12 isolated homes at Clonlara

Clare County Council has reported water levels on the Lower River Shannon at Springfield, Clonlara, increased by 5-10cm (50-100mm) during Tuesday and overnight, and are now just under 20cm (200mm) lower than they were at their peak on December 13. The council says that the Mulkear River in County Limerick, which enters the River Shannon south of Annacotty, is currently in flood and is contributing to increased water levels at Springfield. Council staff are being assisted by the Fire Service and Defence Forces at Springfield, Clonlara, in its ongoing pumping operations and transportation of residents to and from approximately 12 homes isolated by flood waters.

Water flow at Parteen remains constant

The ESB has confirmed that the flow of water through Parteen Weir will remain at 440 cubic metres per second today (Wednesday). The situation will be reviewed again tomorrow. The levels in Lough Derg may reach 2009 levels in the coming days and, as a result, the flow through Parteen Weir may increase to 2009 levels (up to 500 cumecs) in the coming days. This level of water flow will have increased associated flooding to land and property in the vicinity of the Shannon downstream of Parteen Weir, including the areas of Springfield, Montpelier, Castleconnell, Mountshannon (Annacotty) and the University of Limerick. Note that other areas between Parteen Weir and Limerick may also be vulnerable to flooding due to local issues. ESB is continuing to monitor the situation and is liaising with the relevant county councils.

Severe weather alert: Don’t travel

As Storm Frank approaches, the Clare Emergency Coordination Group has advised members of the public against all unnecessary travel overnight tonight (Tuesday) due to forecast severe weather. Land, home and business owners, particularly those in low lying coastal areas and flood prone locations, are being advised to take precautionary steps in light of the heightened flood risk posed by a combination of strong gale to storm force winds, a large sea swell, high tides and already saturated ground. 20-30mm of rainfall was recorded across County Clare during Monday, with a further 25-35mm forecast by Met Éireann from this afternoon until late Wednesday morning. Clare County Council says standard operating and response procedures are in place in the event of flooding incidents occurring. An out-of-hours emergency number (087-4169496) is in operation to deal with requests for assistance from the public in relation to incidences of flooding. Springfield residents seek flooding solutions

Residents who have been left traumatised by flooding on the outskirts of Clonlara have vowed to embark on a campaign in the New Year to secure long term solutions. Springfield resident, Geraldine Quinlivan stressed that householders deserved proper flood protection to avoid a repeat of the scenario where her husband, brothers and nephews were forced to “sleep on sandbags underneath an umbrella” in an effort to protect homes. Three possible solutions to prevent future flooding in Springfield have been identified in the draft CFRAM study, which is being conducted by the OPW, according to Ms Quinlivan. They include the completion of dredging and cleaning the old River Shannon at an area known locally as The Cut as well as changing the current course of where the Mulcair River cuts across the River Shannon to ensure it flows in the one direction. Shannon water levels dropping

Clare County Council has received confirmation from the ESB that discharge levels at Parteen Weir are being reduced from 405 cumecs to 370 cumecs today. The council said that water levels along the Lower River Shannon at Springfield, Clonlara, are now 300mm (1 foot) lower than they were at their peak on Saturday night.

It is expected to remain at this level of discharge for the next few days. This depends on the actual rainfall and the situation will be reviewed again tomorrow. This level of water flow continues to have associated flooding to land and property in the vicinity of the Shannon downstream of Parteen Weir, including the areas of Springfield, Montpelier, Castleconnell, Mountshannon (Annacotty) and the University of Limerick. Other areas between Parteen Weir and Limerick may also be vulnerable to flooding due to local issues. ESB is continuing to monitor the situation and is liaising with the relevant local authorities.

Flood risk maps on display

DRAFT maps produced by the OPW to identify and prioritise the most feasible solutions to managing Ireland’s flood risk will remain on public display at Áras Contae an Chláir, in Ennis until Wednesday, December 23. The maps, which form part of the Flood Risk Assessment and Management (CFRAM) Programme, have been drafted following surveying and modelling of 6,700 km of watercourse throughout Ireland. The areas featured are typically communities, large and small, where flood risk is concentrated. The majority of the areas are at risk from fluvial (river) and tidal sources. The main flood maps being published under the statutory public consultation are available to view at Áras Contae an Chláir and on the individual CFRAM project websites, accessible via www.cfram.ie. Members of the public wishing to make a comment or observation to the OPW on the flood maps may do so before the deadline of close of business on December 23.
