COMMUNITY playgrounds are facing huge hurdles in securing insurance cover, with the county council being urged to step in to support them. The matter was raised at this month’s meeting of Clare County Council, where Councillors Cillian Murphy, Ian Lynch and Joe Garrihy tabled a motion calling for new playgrounds and those whose policies had lapsed to be taken in under the council’s policy. “We could soon be looking at two-tier communities,” Councillor Murphy said. “Those who have community playgrounds and those who don’t, if this situation isn’t resolved. CLARE County Council has moved to reassure the public that a new on-line system for advertising social housing won’t disadvantage those who are not computer literate. The issue was raised at the monthly meeting of the authority by Councillor PJ Ryan who said constituents had been contacting him to voice concerns over the new Choice Based Letting (CBL) system, which allows people to view newly-available properties and make a bid from them through an on-line platform. “There is a bit of nervousness and a genuine fear out there that if you are not computer literate, you will miss out,” the Independent member explained. “If, for example, someone doesn’t find out for a week or ten days that a property is available, it’s unfair that they might miss out. SIXMILEBRIDGE Councillor PJ Ryan has hit out at the author of a “sinister smear”, which he believes was designed to sully his good name and character. Councillor Ryan has been the subject of an anonymous letter containing details of financial judgements made against him, when he was owed an estimated €200,000 by sub-contractors and other traders who went to the wall during the economic crash. The oil distributor does not know who was behind the publication of an unsigned document, which was circulated among local businesses in the village in recent weeks, detailing court rulings against him when he was owed a substantial amount of money. The independent councillor was shocked when he was contacted by local business people who received the letter and informed him of its contents. It contains details of four judgements against him, totalling almost €100,000, with a rhetorical question at the end of the document, “Does he owe you?” The typed, addressed envelopes were posted …

THE CEO of Clare County Council has vowed to “pursue with venom” funding needed for a number of key roads projects in the county with Transport Infrastructure Ireland [TII], including improving the road to Shannon Airport and Blake’s Corner. Pat Dowling has confirmed that there are ongoing discussions between Clare County Council and TII in relation to “a small number of key critical projects”, saying that the council will continue to pursue these projects with the national roads authority. He was speaking at the monthly meeting of Clare County Council where the importance of funding to extend and upgrade the N19 road to Shannon Airport was highlighted. Councillor John Crowe, who raised the issue, insisted, “By extending this small section of road, access to the airport would be enhanced and it would make easier access for traffic and pedestrians”. THE proposed sale of Ballycasey Craft and Design Centre by Shannon Group was criticised at this week’s Shannon Municipal District meeting. Shannon Group were criticised for short-term thinking by looking to sell property, while it was claimed that selling the premises is very worrying for many of the business people based there. Councillor Gerry Flynn put a motion before the meeting asking that the Shannon Municipal District “call on Shannon Group to provide information concerning the sale of property from the property portfolio provided by the Government to maintain and support Shannon International Airport. The controversial transfer of assets owned by one of the biggest community organisations in the county to a component group, without the approval or consultation with shareholders, has been described as a “legal mess”. Conflicting reports have emerged whether or not the assets owned by the Sixmilebridge and District Community Complex can be transferred to Bridge Kids Crèche. Councillor PJ Ryan, who is one of the largest shareholders, has questioned the transfer, describing it as a “legal mess”, while a special member, who didn’t wish to be named, has alleged the transfer is “illegal”. However, a spokesperson for the former complex committee, who have resigned en bloc, has insisted that this transfer is permitted under the rules of the society, as the assets are being invested in another charitable organisation. CHIEF Executive of Clare County Council Tom Coughlan is set to come under pressure for answers about the non-renewal of Neil Pakey’s contract at Shannon Group and the non-progression of the Lynx Cargo facility at the airport. Mr Coughlan is a member of the board of Shannon Group and at next Monday’s meeting of Clare County Council, the six Shannon councillors will look for standing orders to be suspended for a discussion of the two issues. Just before Christmas it was announced that Mr Pakey’s contract would not be extended beyond next June. Also, in a letter to Clare County Council last month, Shannon Group confirmed that the Lynx Cargo project, which it was once claimed could deliver a huge amount of local jobs, is not going to proceed. THE head of the Clare Garda Division has said new legislation that aims to apply consecutive prison terms on repeat burglars should have a positive impact and make communities safer. Chief Superintendent John Kerin, who in recent months called for consecutive sentences for persistent burglars, said he welcomed any legislation that would assist them in taking “recidivist criminals, especially burglars, off the streets”. In recent weeks there have been a plethora of burglaries in the Cratloe area, while gardaí in North Clare are investigating a series of burglaries that occurred in Bellharbour, Ballyvaughan, Tubber and Crusheen during the last two weeks. There are two main provisions in the Criminal Justice (Burglary of Dwellings) Bill, with the first aimed at imposing consecutive jail terms on burglars who have previous burglary convictions. The second part of the bill contains an amendment of the bail laws to enable judges to refuse a bail application to anyone facing multiple charges and with previous convictions. …
