Supermacs get green light for Clare motorway plaza

PLANS by Supermacs for a €10 million Barack Obama plaza-style motorway service station on the outskirts of Ennis have been given the go-ahead by An Bord Pleanala. The board has this week upheld a decision by Clare County Council to grant planning permission for the development adjacent to Junction 12 of the M18 at Kilbreckan, Doora. According to Supermacs the plaza will create 120 jobs with Supermacs managing director Pat McDonagh previously stating the development “will be a huge boost” for the county capital. This was the fast-food chain’s fourth application to develop the service station at this location with planning permission granted for this proposal in December 2020 by Clare County Council. However, three separate appeals were lodged against the plans by local businesses to An Bord Pleanala. One appeal was submitted by Duesbury Ltd, operator of the Old Ground Hotel in conjunction with Mill Road Motors Ennis, Claureen Service Station Ennis and Clarke’s Daybreak, Crusheen. East Clare turbine decision leaves residents blown away

A PLANNING saga involving a controversial wind turbine erected on the outskirts of Parteen took a new twist after Clare County Council granted retention planning permission. An Enforcement Notice issued by Clare County Council on March 8, 2021, requested Limerick Blow Moulding to decommission and remove a wind turbine erected near the factory on or before Thursday, April 8, 2021 following an alleged breach of a planning permission condition. However, the wind turbine, remained in situ, though it was not operational. The company applied for retention permission for a revised site boundary and revised position of a single 800 KW wind turbine, 73 metres high to hub height, as granted under previous planning permissions at Gortatogher, Parteen. Employing 70 people, with more than half living in Parteen, Clonlara and Killaloe, Limerick Blow Moulding manufactures food packaging for the Irish Dairy industry, and pharmaceutical packaging for export into the UK and Europe. File reveals issues of those affected by Blake’s Corner project

SUBMISSIONS to An Bord Pleanála by property owners affected by the compulsory purchase order for an inner relief road in Ennistymon have revealed stress, fears for business viability and opinions that the project will not actually improve traffic flow. Clare County Council has pledged to complete the detailed design and tender documentation to secure a contractor for the project as soon as possible following planning approval from An Bord Pleanála. Senior Engineer with Clare County Council, Seán Lenihan, confirmed the council would also start the engagement process with affected land and property owners in terms of agreeing compensation packages and other associated arrangements required. A Part Eight development was granted by the council but was appealed to An Bord Pleanála. The development includes the pedestrianisation of the existing bridge, the inclusion of a roundabout at the western end of the proposed new bridge crossing on the L-1084 and the relocation of the existing public car park adjacent to New Road …

Appeal against €70k planning condition on Clare development

A CLARE construction company has appealed against a €70,000 condition attached by Clare County Council to the granting of permission for a Shannon housing development. Woodhaven Developments Ltd has appealed against the condition attached to its recent permission for a 55-unit housing development at Smithstown. The condition in question stated that before work begins a Special Development Contribution would be paid to the local authority towards the upgrading of a section of the L-3172 as well as a contribution towards lighting a section of it. In line with Clare County Council’s provisions, the current cost would be €70,000. The appeal document states, “No justification or breakdown of the works or associated costs are available on the Council online portal as regards the planning file. “No location identified, no drawings submitted, no scope of works set out, no detail costings submitted (Bill of Quantities). The basis for the calculation of the condition is not explained in the planning decision.”

Permission granted for major community facility in Quilty

KILMURRY Ibrickane Development Project CLG has been granted planning permission for a multi-purpose community development including a hall, gym, cafe, viewing area, enterprise space and car park at Pháirc Naomh Mhuire in Quilty. An architectural design statement which accompanied the application said, “Beyond the actual architectural and functional qualities of the building, the structure creates a balance and establishes a dialogue with the coastal location. The application noted that the paritcular area in the centre of the village was lacking a heart “and a space symbolically constituting the centre for all activities, a place to meet, talk and have fun”. They said the key idea was that the space can be used flexibly for community activities of various kinds giveing examples of meetings, conferences, entertainment, sports and group learning events. Company refused planning retention for ‘blot on landscape’

AN Ennistymon company has been refused planning permission to retain two electronic signs descried as “a travesty and a blot on the landscape”. An objection from a local resident had been very critical of the signs and their “lurid animation” at Daktronics Ireland Ltd premises in the Deerpark Industrial Estate in the town. “Their huge LED sign is an eyesore and a blight not only on the town of Ennistymon but also on the surrounding countryside,” the submission stated. “It was built without permission, illegally, and should not be allowed to be retrospectively allowed considering the phenomenal detrimental effect it has on the surrounding area,” he claimed. Controversial Ennis data centre granted planning permission

CLARE County Council has granted planning permission to the controversial €450-million Ennis data centre near the Tulla Road. Art Data Centre Campus in Ennis has become the first to be approved following publication of the Government’s new data centre policy. The data centre has been four years moving through various stages including strategic site assessment, zoning and planning. Developers claim it will create between 400-450 permanent jobs when the data centre campus is fully operational. Up to 1,200 will be employed in construction and 600 jobs in support services. The new Government Policy Statement on the role of Data Centres in Ireland’s Enterprise Strategy was published on Wednesday July 27 and the Ennis Campus is considered to align well with the policies set out therein. Green light for proposed Shannon housing development

WOODHAVEN Developments Limited has received planning permission for the construction of 55 houses and a childcare facility at Smithstown, Shannon. The County Council granted planning permission subject to 28 conditions, three of which require the developer to make separate payments, which, added together, come to over €600,000. One of the conditions requires “a contribution of €311,801 to Clare County Council in respect of public infrastructure and facilities benefiting development in the area of the Planning Authority that is provided for, or intended to be provided by or on behalf of the authority in accordance with the terms of the development contribution scheme under Section 38 of the Planning & Development Act 2000”. A separate requirement is for a cash security of €275,000 until the development is taken in charge by the Council or until there has “satisfactory completion of the development”.
