Faults in the electricity network left almost 7,000 homes and businesses in North Clare and Ennis without power overnight. More than 5,600 premises and homes in Ennistymon, Lahinch, and Lisdoonvara were left without power, while 8740 customers in Doolin were  left in the dark. Almost 1,000 customers in the Ennis area also experienced a power outage. ESB crews are working both areas and it is expected power will be restored everywhere by mid-morning (Thursday). THE HSE has moved to address a number of breaches that were identified during a recent inspection of the acute psychiatric unit in Ennis Hospital. The Mental Health Commission 2015 annual inspection at the unit took place on October 27, 28 and 29 last. In relation to the premises, inspectors pointed out that no remedial action was taken, following an audit of a significant number of ligature points within the approved centre. “The toilets and shower rooms were not of an adequate standard and were in a poor state of repair: no remedial works had taken place since the last inspection. “They had poor ventilation, unsuitable flooring, missing tiles, crumbling plasterwork and a poor standard of hygiene. One bathroom was malodourous on inspection.” Moving to the high observation unit, the report said this area was “ in a poor state of repair, the door from the nurses’ office could not be used and the window of the door was boarded up. …

ONE in every three household septic tanks surveyed in Clare failed an inspection test conducted by Clare County Council inspectors. According to council figures, Clare’s 33% failure rate, following an inspection of 55 domestic wastewater treatment systems, was below the national average of 52%. There are 28,000 septic tanks in Clare and only a tiny percentage of these were inspected in line with the annual target, which is set by the Environmental Protection Agency (EPA), independently of the council. Council senior engineer, Paul Moroney confirmed that most of the failures were caused by inadequate de-sludging and/or operation and maintenance issues of septic tanks. Mr Moroney said these deficiencies, which were not caused by faults with the system, could be remedied by regular maintenance and de-sludging by an approved contractor, who has a waste permit to dispose of this material properly.
