THE delivery of flood protection defences for Ennis paves the way for the future development of the county capital into “the town it really has the potential to be”, Minister of State Pat O’Donovan said this week. The Ennis South Flood Relief Scheme, the final of three flood defence schemes in the town, was officially opened on Tuesday by the Minister of State with responsibility for the Office of Public Works. This scheme provides protection from flooding to the residential areas of Ballybeg, Clareabbey and Toberteascáin as well as St Flannan’s College and the Quin Road Business Park. EXPENDITURE on the Ennis South Flood Relief Scheme increased dramatically from about €6 million to €14.4 million a new report has revealed. An examination of the considerable additional expenditure was outlined in the Statutory Audit Report to Clare County Council for December 31, 2020 at the April meeting of the local authority. This was due to emergency work that was necessary during the project and the urgent installation of a sheet pile wall along the full length of the originally proposed earthen embankment to protect 120 homes, numerous commercial properties and community buildings as such as St Flannan’s College. The original contract award for the earthen embankment was €5.1 million, while design emergency work required following the slippages cost €1.8 million. The cost of sheet pile design defence was €8.5 million, while the credit provision for the original works not completed was €1 million. The total revised cost of the contract was €14.4 million. WORKS are underway to provide updated maps outlining the areas benefiting from the Ennis South Flood Relief Scheme, the Ennis Municipal District has confirmed. The flood maps may be used to assist the insurance industry in determining the cost and provision of flood cover to homes and businesses in the local area. Details of the works were outlined at a recent meeting of the Ennis Municipal District following a notice of motion by Councillor Paul Murphy. The councillor had sought on update on a response received in February after requesting the municipal district and Clare County Council collaborate  with stakeholders such as Ennis Chamber of Commerce, Ennis Traders Group and Retail Excellence Ireland in preparing a document, detailing the improvements to the flood defence system and outlining how the risk of flooding has been minimised as a result of the works completed. “Information provided in the requested document was to meet the requirements of Insurance providers from a risk management …

MAJOR works to prevent serious flooding in Ennis are now almost complete, OPW Minister Patrick O’Donovan has confirmed. Minister O’Donovan has revealed two of the major elements of the Ennis South Flood Relief Scheme, at St Flannan’s College and Ballybeg, are “substantially complete with only minor snagging remaining”. The minister has also accepted an invitation to visit Clare where he is set to explore a proposal to develop a greenway between Ennis and Clarecastle. He said flood works at Clareabbey suffered a delay in recent weeks “due to unforeseen difficult ground conditions”. These difficulties, the minister added, meant the original embankments proposal at Clareabbey had to be redesigned. However, he said this redesign has now been completed and that the additional works are “progressing more rapidly than initially expected” and have “largely been brought back into line with the original programme”. FRUSTRATION is being voiced this week as work on the Ennis South Flood Relief Scheme seems unlikely to begin for some months yet. Hopes that the work on the €4.7 million project would get underway in the middle of the year have already long been dashed. In a statement, Clare County Council stated that the matter is currently with the Office of Public Works (OPW). “Clare County Council has forwarded the tender report to the OPW, who are the funding authority for the project. The tender award process will proceed once approval is received from the OPW.” It is understood that work may not start on the project for another 10 weeks. Former Sinn Féin local and general election candidate Noeleen Moran contacted The Clare Champion this week after receiving a number of documents relating to the scheme under Freedom of Information. A total of €4.71 million in funding for the Ennis South Flood Relief Scheme has been approved by the Office of Public Works. The money will be made available to Clare County Council when it addresses some technical aspects of the scheme. The scheme will involve extensive flood alleviation work to the St Flannan’s and Ballybeg streams in the Clonroadmore, Ballybeg and Clareabbey areas of Ennis and Clarecastle. “There are some residual matters that require further consideration by the council and its consultants prior to implementation of the scheme. The offer of funding has been made on the basis that the council addresses and satisfies itself in relation to these matters prior to entering into any binding contractual commitments,” explained Clare TD, Joe Carey.
