The Minister for Justice and Equality, Charlie Flanagan has today (Wednesday) announced that his department will be providing additional financial support to Community Text Alert Groups in 2017. The Rebate Scheme, which also ran in 2016, will allow Text Alert Groups registered with An Garda Síochána to apply for funding to contribute towards their yearly running costs. Speaking at the National Ploughing Championships,Minister Flanagan said, “The Text Alert Rebate Scheme which will be available to almost 1,000 local groups registered under the Garda Text Alert Scheme. My Department will be making in the region of €100,000 available to local communities who wish to apply for a rebate towards the costs associated with running their local scheme. We are also assisting in the prevention and detection oflocal crime through the recently announced grant-aid scheme to assist the establishment of community-based CCTV systems. A 21 year-old Kilrush man charged with assaulting the late Karl Haugh causing him serious harm told gardaí after caution, “Nobody was supposed to die that night”. Robbie Walsh, of 20 Island View, Kilrush appeared before Judge Marie Keane at Ennis District Court this Tuesday morning charged with assault, intentionally or recklessly causing serious harm, to Karl Haugh at Marian Estate, Kilkee on Sunday, August 6. During the brief hearing, Garda David King gave evidence of arresting and charging Mr Walsh at 5.53pm on Monday. He said having been cautioned Mr Walsh made the following response, “nobody was meant to die that night”. An application was made by solicitor Edel Ryan of Patrick Moylan Solicitors for free legal aid and this was granted. An application for bail was refused by Judge Keane following a bail hearing. She directed that while on remand that all appropriate intervention regarding drug addiction be made.

A 21 year old man is to appear in court in Ennis tomorrow morning in connection with the death of Karl Haugh at Marion Estate in Kilkee on Sunday morning. Gardaí investigating the fatal stabbing have confirmed that one man  has been charged in relation to the incident and he will appear before Ennis District Court, tomorrow morning, Tuesday August 8, at 11 am. The two other men arrested as part of the investigation have been released without charge and a file will be prepared for the Director of Public Prosecutions. Mr Haugh died at University Hospital Limerick having been stabbed at approximately 1.15am on Sunday morning at the Marion Estate. UPDATE: Gardai at Kilrush, investigating the fatal stabbing of a man at Marion Estate, Kilkee at approximately 1.15am this morning, Sunday August 6 have arrested a second man this afternoon. A 25 year old male received serious stab wounds and was removed to Limerick University Hospital where he was later pronounced dead. A 22 year old man was arrested a short time later in connection with this investigation and is currently detained at Kilrush Garda Station under the provisions of Section 4 Criminal Justice Act – 1984. A second man, in his 20s was arrested in the Kilkee area and he is also being detained in Kilrush Garda Station this afternoon. The scene is currently preserved for a technical examination. The Garda Technical Bureau is scheduled to attend the scene later today. Gardaí in the Clare Division are actively engaged in the month-long ‘Streetwise’ campaign, which is designed to promote personal safety advice. According to Clare crime prevention officer, Sergeant Joe Downey, this initiative, which is also being promoted at national level, aims to further reduce thefts, robberies and assaults through crime prevention, law enforcement, education and awareness. The campaign focuses on three main segments – planning a night out; protection of mobile phone thefts, which accounts for 65% of thefts and robberies and staying safe from assaults. Sergeant Downey said that particular emphasis will be placed on communicating to the general public a strong personal safety message in advance of and after St Patrick’s Day celebrations. “Our aim will be high-visibility patrolling, crime prevention and engaging with the public, and raising their awareness on methods to prevent such crimes, as thefts and assaults,” he added. AN investigation has been launched following an armed robbery at a filling station on the outskirts of Ennis on Sunday night. Gardaí are appealing to the public for information after two men dressed in dark clothes entered the Maxol filling station at Clareabbey roundabout at around 10pm. One of the men was carrying what appeared to have been a handgun, while the other man was armed with a crowbar. A member of staff was tied up by the men who got away with a sum of cash. There were no injuries during the incident. Gardaí in Ennis are anxious to speak to anybody who may have seen anything suspicious in the area between 9.30pm and 10.30pm. The Tánaiste and Minister for Justice and Equality, Frances Fitzgerald,has published the Criminal Justice (Victims of Crime) Bill 2016, following approval by the Government. The Bill will transpose into Irish law Directive 2012/29/EU establishing minimum standards on the rights, support and protection of victims of crime fulfilling a commitment in the Programme for Government to publish legislation to implement the EU Victims of Crime Directive. The Tánaiste said “This Bill will introduce, for the first time, statutory rights for victims of crime. It is time that the rights of victims are given full recognition in the criminal justice system”. Under the proposed Bill, a victim of a crime will have rights including; · The right to receive comprehensive information on the criminal justice system and their role within it and the range of services and entitlements victims may access from their first contact with the Garda Síochána. · The right to receive a written acknowledgement of the making of the …

AN incident room has been set up at Kilrush Garda Station following the discovery of a teenager’s body in Killimer this morning (Tuesday). The circumstances surrounding the death of the 15 year-old is under investigation after a motorist contacted gardaí and emergency services at 6.40am. The young man’s body was discovered on the Burrane Road outside Killimer GAA pitch and he was pronounced dead at the scene.  The youth is from the locality and was out celebrating Hallowe’en on Monday night. His family have been notified, but his name has not been released. Although the 15 year-old was last seen by family members on Hallowe’en night at 11pm, gardaí believe his death took place closer to 6.40am this morning. The scene has been technically examined and forensic experts were also at the scene today.
