PLANNING permission has been refused for a 30-metre high telecommunications structure on Loop Head due to visual impact. An application had been made by Vantage Towers Ltd for the mast with antannae, dishes and associated telecommunications equipment at Moyarta East, Carrigaholt. The proposed site is 260 metres west of the R468 regional road and 1.56km from the R487 regional road, which is a designated scenic route to the north west. The mast was to be sited in a locally elevated position in a relatively low landscape and views would be available towards the site from the south and south west on the local road network. This last point especially mitigated against the granting of planning permission as the planner’s report stated, “Having regard to the locally elevated nature of the site, the open nature of the receiving landscape and the height of the structure as proposed, views would be available towards the tower from multiple vantage points to the north, …

NEW housing could be horizon for O’Callaghan’s Mills, with planners considering an application for the development of three homes in the village.  Proposals for three four-bedroom homes were lodged by East Clare Construction, whose directors are listed as Joe and Teresa Cooney of Ballymacdonnell, Bodyke. Plans submitted show the proposed homes are detached, two-storey units, each with a garage. They are proposed for a site of just over half a hectare at Iragh, inside the village, owned by the company since 2015.  The floor space of each home is 167.5m squared and the application states that Part V of the Planning and Development Act does not apply in this case.  The development would be connected to the public water supply, and waste water management systems would have to be installed. A Site Suitability Report for one of the proposed homes, was prepared for the Waste Water Treatment System, in accordance with Environmental Protection Agency (EPA) codes in July. The report …

A LOCAL primary school is set to expand its outdoor facilities for pupils. Barefield National School on the outskirts of Ennis has been given the green light by Clare County Council for plans to develop a 5m hurling practice wall and a school playground facility. The application for planning permission for the development was made by the Board of Management of Barefield National School. The proposed playground will have a total area of 275sqm and will be surrounded by a high green coated fence. In assessing the application, planners with Clare County Council noted that the lands are zoned for ‘community’ development and the site of the hurling wall and play area is within the curtilage off the overall school. With this in mind planners determined that the proposed development would be acceptable in principle. WITH a shared love of photography, members of the Ennis Camera Club have brought their ‘collective vision’ together in a brand new exhibition of works currently on display in the Clare Museum. The exhibition features 25 stunning images in varying styles taken by the club’s members, who range from beginners to experienced photographers, and regularly meet in Power’s Pub, Clarecastle. In an era where images are more likely to be shared online, club chairman Mike Reen tells us members are delighted to be able to showcase their work to the public through this exhibition which runs in Ennis until September 16. “We live almost exclusively in a digital world in terms of photography. It must be that 99% of photographs are now shared digitally through social media and online. A MOVE is being made to transform the site of the former Ennis Boys National School on the Kilrush Road in Ennis into a new car park, the Clare Champion can reveal. City Cinemas Ltd are set to apply to Clare County Council for planning permission to develop a new temporary surface car park with 156 spaces in the county capital. The planning application will seek a five year permission for the development which will also include 12 accessible bays and four electric vehicle parking bays. The town centre site has been vacant since 2013 when Ennis National School moved to its new school in Ashline. The Kilrush Road site is zoned as mixed use and has been identified as one of a number of Opportunity Sites in the current County Development Plan. GREEN Senator Róisín Garvey has called on Clare County Council to “do better” in terms of using funds allocated for cycling and walking infrastructure. The Inagh woman highlighted figures released by the National Transport Authority (NTA) showing that 81.3% of funds allocated to Clare under the Active Travel Fund were not spent last year. “In Clare our local authority was allocated €5,986,000 for walking and cycling projects in the Clare County for the year 2021,” Senator Garvey, Green Party Spokesperson for Rural Development and Enterprise, Trade and Employment, said. “However, according to figures released by the NTA, only €1,113,509 of this was spent. We need to do better for our community. It is understandable that the significant increase in funding since 2019 requires increased capacity, and there have been many additional challenges for our local authority during Covid. However, funding has also been provided for a new Travel Officer role, dedicated to local walking and cycling projects and we need …

AN Ennistymon company has been refused planning permission to retain two electronic signs descried as “a travesty and a blot on the landscape”. An objection from a local resident had been very critical of the signs and their “lurid animation” at Daktronics Ireland Ltd premises in the Deerpark Industrial Estate in the town. “Their huge LED sign is an eyesore and a blight not only on the town of Ennistymon but also on the surrounding countryside,” the submission stated. “It was built without permission, illegally, and should not be allowed to be retrospectively allowed considering the phenomenal detrimental effect it has on the surrounding area,” he claimed. AN Bord Pleanála has been urged to overturn Clare County Council’s decision to refuse planning permission for a multi-million Euro housing scheme in Lahinch. The council recently turned down plans for the development of seven detached four-bedroom dwelling houses with detached sheds at School Road, Attycristora, Lahinch. Associated site development works included wastewater pre-treatment and connections to public services. A Natura Impact Statement was also submitted on behalf of the developers, SPL Property Limited, Saint Flannan’s View, Ennis. This was the applicant’s second application for the proposed development at this site, which sought to address the council’s concerns raised in a Further Information Request in relation to the previous application. In this subsequent application, the applicant’s design team revisited the layout and as indicated in the Senior Executive Planner’s Report dated July 1, 2022, the council’s concerns were successfully addressed in relation to a number of aspects.
