COASTAL protection works in Quilty will progress when signed agreement from the parties is returned to Clare County Council, local councillors have been told.  The matter was raised at the March meeting of the West Clare Municipal District by Councillor PJ Kelly who sought a report on the proposed works at Clohaninchy. “For a parish like Kilmurry Ibrikane who are in the habit of winning, I’m disappointed this has taken so long,” Councillor Kelly said. “It is a longstanding problem.” A written response to the motion came from Gráinne Reddan, Senior Executive Engineer (SEE) with the Project Management Office (PMO). “To progress the Cloughaninchy Flood Relief Scheme, Clare County Council have been negotiating with landowners over the last number of years, which has proved very time-consuming,” the reply said. “Landowner agreements were issued in February 2022 and Clare County Council await the return of signed agreements from all parties. “WHEN an old man dies, a library burns”. This saying was certainly true with the death on March, 21, 2002, at 12.30am, of Michael Falvey. Born on April 3, 1924, Michael spent most of his life working on the family farm in Kilkee. The Falveys ran a dairy, delivering milk to the people of Kilkee and surrounding areas.     He left Kilkee Lower for a short period to take up employment in the midlands with Bórd na Móna where Michael kept payment records for the workers. But he soon returned to his native place. In full health, Michael was a regular traveller by bus and ship to his brother Tommy and family in Birmingham. A proud father, he looked forward to visits and phone calls from his family at home and abroad and loved to follow their life journey and careers. TWO surfers had to be rescued after they got into difficulty off the Clare coast on Saturday evening. The alarm was raised at around 6.30pm when the Irish Coast Guard received an initial report that a person had been cut off by the tide and was trapped on a rock. The location was given as off Doughmore Beach close to the Trump International hotel in Doonbeg. Watch officers at the Irish Coast Guard’s marine rescue sub centre on Valentia Island in Kerry mounted a search and rescue operation. However, further information became available it was confirmed that two surfers had been caught in a riptide and pulled out to sea. The Kilkee and Doolin units of the Irish Coast Guard, National Ambulance Service and Gardaí were alerted and dispatched resources to the scene. The Shannon based Coast Guard helicopter Rescue 115 was also tasked to the incident. As emergency were being mobilised, the Coast Guard broadcast a Pan-pan radio message …

JOINED-UP thinking about rural regeneration and tourism development was called for for the West Clare area, when municipal district members met recently.  Councillor Joe Garrihy asked that the new national ‘Town Centre First’ policy might be examined in light of all of the existing local tourism development strategies in order to make sure their objectives are aligned. The Lisdoonvarna man called for a meeting with representatives of Fáilte Ireland, the Council’s tourism team and the management of the Cliffs of Moher to look at how the new policy aligns with documents including the Clare Tourism Strategy and plans for the future growth of the Burren, the Cliffs of Moher and coastal tourism.  “I might be tilting at windmills, but I would like to see how the different objectives would be knitted together,” he said. “It’s a little foggy for me and I’m seeking clarity. DERELICTION in the centre of Kilrush is to be tackled, following representations by Councillor Ian Lynch.  The Independent Council member raised the issue at the West Clare Municipal District meeting earlier this month when he highlighted the state of Moore Street in the heart of the town. He asked that the area be considered for inclusion on a suitable scheme to address dereliction and also that overhead electricity lines be put underground, if possible.  In a written response, Mairead Corbett, Administrative Officer in the Housing section stated: “The Vacant Homes Office is currently undertaking a study of Moore Street, Kilrush with a view to identifying vacant properties with potential for redevelopment.  Assessment is ongoing on a number of properties to determine their potential and decide on future action”. A NEW national policy focused on promoting the vibrancy of town centres should be “a top line priority for everyone in the West Clare District”. That’s the view of the district Cathaoirleach, Councillor Cillian Murphy, who has asked that town teams be supported to represent their areas and drawn down government funding and support. The Town Centre First Policy was unveiled last month by the Department of Housing and outlines a number of actions to promote urban centres through the appointment of Town Regeneration Officers, investment, and training for town teams. Councillor Murphy noted that the name of the policy was “quite misleading”. “This applies to all of our towns and villages,” he said. “The policy will prove to be the single most important document for the sustainability and viability of rural towns.” He said that given that the policy refers to the role of town teams, there might be an opportunity for an early roll out of this element …

CONCERN has been voiced by several West Clare councillors about the lost opportunity to change the charging structure for parking in seaside towns, as a way of resourcing local facilities. Progress with the updating of parking bye-laws, which could see changes to the current charging policy, was outlined at a district meeting last week. Several members voiced frustration that the status quo will remain in place this summer, while the area’s Director of Services said charges will ultimately have to be considered for facilities which have previously been free. The matter was raised by Councillor Shane Talty who tabled a motion asking about extra staff resources for 2022. He also asked for an update on the county-wide review of parking systems. The Ennistymon man welcomed the fact that facilities will be available for the upcoming four-day Bank Holiday weekend. “THERE’S something for everyone” in the approved schedule for works for this year in West Clare. That was the view of Councillor Gabriel Keating who proposed the approval of the multi-million euro plan at the district committee meeting last week.  An increase in almost all funding streams will see a total of more than €48 million being invested in roads infrastructure across Clare this year. Major projects earmarked for funds in West Clare include Blake’s Corner in Ennistymon. Funding of €970,000 allocated to Clare will be funnelled mainly towards The West Clare Greenway. There have also been increases in the funds available to West Clare for road improvement and maintenance this year. A total of 13 bridges in the district will be refurbished and five safety improvement schemes will be progressed.
